With almost no public announcement, Gov. Cuomo has put in place a policy that will send the mentally ill out on the street with no regard for public safety.
That will be the consequence of new regulations that limit the mentally ill to 25% of the population in privately run adult homes and forbid the homes from taking in new residents. Instead, these people are to be placed into “community housing.”
The regulations come despite a warning from City Hall that the state is putting the cart before the horse by not having services or funding in place to make the policy work.

So what’s behind this move? Certainly Albany has been under PRESSURE FROM THE OBAMA ADMINISTRATION. It’s also part of the state’s attempt to comply with a ruling from our good friend, federal Judge Nicholas Garaufis, who says that institutionalizing the mentally ill in adult homes violates the Americans with Disabilities Act.
The idea is essentially to empty adult homes — where residents are under constant supervision — by moving the mentally ill into “supportive” apartments to live on their own, with only minimal oversight.
Such a move shirks two responsibilities of the state: to protect the general public and to help ensure that the mentally ill get the care they need.
These are real concerns. The public has a right to be protected from those who threaten their safety. That’s especially true of those who are a danger when they refuse to take their medication.
Ask Pat Webdale, whose daughter Kendra was shoved to her death in 1999 by a schizophrenic who’d stopped taking his meds. She calls this policy “the same as putting people on the street.”
That’s precisely what happened back in the ’70s and ’80s under a policy that emptied institutions — and led directly to the massive homeless crisis.
The state’s new policy essentially moves mentally ill people who are unprepared to take care of themselves into local communities that don’t have in place the services these folks need.
We’ve been here before. And New York has come too far to risk a return to the days when the problem of the mentally ill was dumped onto the streets, making the city at once less caring and less livable.

Today, America spends over $600 billion a year on welfare and poverty-related programs. They do not work. They create, rather than lessen, dependency.

Besides the fact that this would save a lot of money, work is the best solution for poverty. I know this because it has been my life’s work.
In 1965, I enlisted in the War on Poverty. A battalion of young, optimistic soldiers began to lay siege to the forces that created what we considered victims of America’s capitalistic system. We were true believers, crusaders for the eradication of need.
At the time, the U.S. poverty rate was 15.2%, with more than 20 million people living below the poverty line.
Fast forward to last year, when the poverty rate was 15.1% and more than 40 million people (including 15 million children) were living in poverty.
From the time I started out, we had spent $19 trillion to end poverty — and had failed even to reduce it.
What went wrong?
For answers, we must look at the two pet strategies for solving the problem: income redistribution and government-run poverty programs. It seems Draconian to oppose giving a financial handout to a person in need. But history has proven handouts simply do not work.
Welfare, which started out as a tiny program to help the widows of miners, became a geyser of cash that created an underclass, mostly of single mothers dependent on the government to survive.
Work was discouraged; having children out of wedlock was no longer frightening, because it meant a check in the mail every month. Dependency and illegitimacy prevailed. Not until 1996, when the welfare laws were overhauled and a time limit was placed on cash assistance, did work become a priority. The welfare rolls dropped by more than 60%.

My nearly 50 years in the fight against poverty have led me to a radical proposal that could do much to lessen poverty while also saving the nation trillions of dollars: End all welfare and poverty programs — except the Earned Income Tax Credit, which incentivizes work — and use the money saved to create jobs, by the millions, for the disadvantaged.
The first attempt would be to find private-sector work through wage subsidies to employers. If this is not possible, a job in the public sector would be temporarily created. These jobs would involve public works, such as repairing infrastructure around the U.S.
Ideally, 11 million such jobs would be created, bringing workforce levels and unemployment back to normal levels.
Along these lines, President Franklin D. Roosevelt’s programs created more than 11 million jobs in 8 years. America’s population has since doubled. Through receiving a paycheck for work, millions more Americans would be paying taxes, not taking.
Poverty solved. Unnecessary dependence eliminated. Billions saved.
