More likely attributable to the HW Bush/Clinton tax hikes and the internet boom and the resulting increased revenues. There were no radical spending cuts from the Republican House and Senate as legend has it, just welfare reform which Clinton campaigned on.
At the time, there was no need for radical spending cuts because there was nothing wrong with the size of government then, thanks to a Republican Congress.
That's not true today. The Democrats have needlessly created a Godzilla of a government that obviously needs to be put on a diet and have gastric bypass surgery and liposuction and appendages cut off and... etc., etc., etc.
There is no part of the government the Democrats created that doesn't need to have drastic cuts made.
