John Calhoun is Alive and Well in Virginia

The GOP's desperate attempt to thwart the majority

Most people who remember John Calhoun from their history books think of him as the fiery senator from South Carolina who defended the antebellum South and once called slavery a “positive good.” But Calhoun also fancied himself a political philosopher. In the early 19th Century, he wrote a treatise laying out his theory that a small group of states should have the right to block legislation—to exercise a “minority veto”—in order to preserve their way of life. It was a thinly veiled rationale for preserving slavery, even as the rest of the country was turning against the institution, and it became a moot argument after the Civil War. But 150 years later, Calhoun’s ideas about government—the idea that a minority of voters should have the right to dictate policy to the majority—are making a comeback. It’s taking place in the swing states that re-elected President Obama, starting with Virginia.

By now, you may have heard about the scheme state Republican lawmakers there are talking about imposing. Under a proposal by state Senator Charles Carrico, a conservative Republican, Virginia would no longer award all of its electoral votes to the candidate who wins the most votes in the state, as most other states do. Instead, it would award the bulk of its electoral votes by congressional district—that is, the candidate who wins the most votes in each district would win that district’s votes. Under the scheme, the state would also award two “at-large” electoral votes to whichever candidate wins the most districts.

The idea might not seem so objectionable at first blush: The constitution gives the states the right to apportion electoral votes however they please and two states, Maine and Nebraska, already award votes based on congressional district. But Virginia, like so many other states, has gerrymandered congressional districts, concentrating liberal votes (read: poor, urban, African-American) into a handful of districts that end up sending Democrats to Congress, while spreading out conservative votes (read: rich, rural, white) across more numerous districts that end up sending Republicans.

....This is a power grab, pure and simple. And you can see why Republicans think it’s necessary.

Republicans today face an increasingly desperate political predicament, similar to the one that Calhoun and his contemporaries faced in the early 1800s. They are a sectional party whose ranks are dwindling, relative to the rest of the country. Since they don’t want to give ground on their political agenda, they’re grasping at levers for thwarting the majority.

Why Government Spending Is Not Out of Control

It is a standard talking point of Republicans and deficit hawks of all political stripes that federal spending is out of control; that major surgery is needed, especially on entitlement programs such as Social Security and Medicare, to get the budget on a sustainable course.

In fact, our long-term deficit situation is not nearly as severe as even many budget experts believe. The problem is that they are looking at recent history and near-term projections that are overly impacted by one-time factors related to the economic crisis and massive Republican tax cuts that lowered revenues far below normal.

Taking a longer-term view, such as that in a recent Treasury Department report, shows that our longer-term fiscal problem is in fact quite manageable.

As the chart below illustrates, federal spending ballooned in fiscal year 2009 mainly because of what economists call “automatic stabilizers”– programs already in law such as unemployment compensation that rises whenever a recession occurs. Spending rose from 20.7 percent of the gross domestic product in fiscal year 2008 to 25 percent in 2009.

Republicans would have us believe that all of this resulted from Barack Obama’s policies, but this is simply a partisan lie. Fiscal year 2009 actually began on September 1, 2008, and was based on the budget that George W. Bush submitted in January 2008.

Moreover, if we look at projections from the Congressional Budget Office on January 7, 2009 – while Bush was still in office and which do not incorporate any Obama policies – we see that the deficit was projected to rise from $455 billion in 2008 to $1.2 trillion in 2009 under existing law.

The actual deficit for fiscal year 2009 was $1.55 trillion. But the difference was due entirely to lower revenues than expected, not higher spending. Outlays in fiscal year 2009 actually came in below CBO’s projection –$3,518 billion actual vs. a projection of $3,543 billion.

The point is not to assess blame for the deficit; only to emphasize the temporary nature of the historically large deficits of the last few years and show that they did not result from an explosion of new spending initiated by Obama. This is important because Republicans continually make that claim, thus justifying their belief that spending must be massively slashed, especially for entitlements.

Getting back to the chart, we see that spending for every single government program going forward is remarkably stable as a percentage of GDP. Those who complain loudest about spending and deficits nearly always base their concerns on projections of nominal spending that are unadjusted for inflation, growth of the population or growth of the economy. This is intellectually dishonest.

In fact, virtually all the growth in projected spending comes not from entitlements or giveaways to the poor and lazy, as Republicans would have us believe, but rather from interest on the debt.

Lieutenant (junior grade) KERRY expertly directed the fire of his craft at the fleeing enemy while simultaneously coordinating the insertion of the embarked troops. While the Regional and Popular Forces conducted an area sweep, Patrol Craft Fast 43 remained on station to provide fire support and Patrol Craft Fast 23 and 94 moved upstream to investigate an area from which gunshots were coming. Arriving at the area, Lieutenant (junior grade) KERRY's craft received a B-40 rocket close aboard. Once again Lieutenant (junior grade) KERRY ordered his units to charge the enemy positions and summoned Patrol Craft Fast 43 to the area to provide additional firepower. Patrol Craft Fast 94 then beached in the center of the enemy positions and an enemy soldier sprang up from his position not ten feet from Patrol Craft Fast 94 and fled. Without hesitation Lieutenant (junior grade) KERRY leaped ashore, pursued the man behind a hootch and killed him, capturing a B-40 rocket launcher with a round in the chamber. Lieutenant (junior grade) KERRY then led an assault party and conducted a sweep of the area while the Patrol Craft Fast continued to provide fire support. After the enemy had been completely routed, all personnel returned to the Patrol Craft Fast to withdraw from the area. While backing off the beach, these units again came under a hail of fire, this time from the opposite river bank. Lieutenant (junior grade) KERRY immediately coordinated the firepower of his units and supressed the enemy fire. Later, after disembarking personnel, and while exiting from the Bay Hap River, the Patrol Craft Fast were again under fire. Lieutenant (junior grade) KERRY immediately maneuvered his craft through several strafing runs which completely silenced the enemy. As a result of this operation, ten Viet Cong were killed and one wounded with no friendly casualties. In addition, numerous sampans, structures and bunkers were destroyed as well as confiscation of substantial quantities of combat essential supplies. Lieutenant (junior grade) KERRY's devotion to duty, courage under fire, outstanding leadership, and exemplary professionalism directly contributed to the success of this operation and were in keeping with the highest traditions of the Unites States Naval Service."
