Which is what is most worrisome to me if, indeed, Dr. Garrow's source is correct. Americans have changed along with the American psyche. Yeah Romney would have won more electoral votes but Obama would have still gotten more popular votes . The GOP knows it can't win without rigging the system. More votes were cast for Democrats in House races but the Republicans maintained power through redistricting.
