Let's try again davey, why would the Dingus Dave Mortgage co. make loans to umworthy borrowers it had no reasonable expectation that would get re paid?

The CRA said banks needed to use a portion of their profits to help those in the local communities. For some that wanted a mortgage but could not afford the payments under the standard interest, banks would offer a mortgage with a lower rate. The buyers STILL HAD TO SHOW THEY COULD AFFORD THOSE PAYMENTS.
