The issue regarding The Black Panthers is not fear of them or fear of their tactics.

It was anger over Eric Holder not upholding The Law/The Civil Rights Act of 1964 which prohibits intimidation of Voters.
And before it is stated: It does not specify the protection of just Black Voters, but Any and All Voters.
