That 2.7 seconds is plenty of time for even unarmed people to take down the shooter.

For someone who is armed, it allows him ample time to kill the shooter. About 2 seconds more than one would need to take out a shooter who's focused on changing the magazine.

""WASHINGTON (Reuters)- About three-quarters of Americans surveyed support proposals to ban the sale of automatic weapons, ban high-capacity ammunition clips and expand background checks on all gun buyers, according to an online Reuters/Ipsos poll released on Thursday.

Those proposals were at the heart of President Barack Obama's package of recommendations to Congress on Wednesday designed to curb gun violence after last month's elementary school shooting in Newtown, Connecticut, that killed 20 children and six adults.

Obama's plan has drawn heavy opposition from gun-rights advocates, led by the National Rifle Association, and faces a tough battle for approval in the coming months in a divided and fiercely partisan Congress.

The reinstatement of a ban on assault weapons, which was approved in 1994 but expired 10 years later when Congress failed to renew it, is seen as the toughest sell to lawmakers, even though the poll found broad public support for it.

The poll, mostly taken before Obama released his recommendations, found 74 percent of Americans favor a ban on assault weapons, with 26 percent opposed. A ban on high-capacity ammunition clips was backed by 74 percent, and 26 percent were opposed.

The poll also found 86 percent favor expanded background checks of all gun buyers, including sales at gun shows and between private parties, with 14 percent opposed.

A proposal to place armed guards in schools, which has been backed by the NRA, was favored by 72 percent with 28 percent opposed.

This translates in Republicanese to the demise of our Republic, also known as a Democrat not even using all of the executive power Republicans grant to their own party when they’re in power. Republicans are apparently unfamiliar with the constitutional legitimacy of using the executive office in this manner. Here are the facts:
In 1952, the Supreme Court ruled that executive orders could not make new law. Executive orders are therefore supposed to be about enforcing a current law or helping manage the enforcement of a current law. This is a matter of interpretation, and subject to argument on both sides. Whatever the President does, it will no doubt end up being challenged and argued in court (as it should be).
....But Obama could also follow George W. Bush’s example and use the “security” of the nation in order to justify just about any law he wanted to impose regarding gun safety (I’m not advocating this, but it’s worth mentioning since Republicans don’t seem to understand how their abuses of power can be used against them later).
Obama, a constitutional lawyer, appears to have used his executive power well within the law for gun regulation so far. Reuters reports,“A federal appeals court signaled on Wednesday it was prepared to uphold a regulation designed to detect the sale of semi-automatic rifles to Mexican drug cartels, one of the few gun control measures put forward so far by the Obama administration.” Republicans have also tried to defund this gun reporting regulation.

It's a simple case. The president is the Chief Executive. The limit to the president's authority is the limit of the Executive Branch of government.
The Constitution prohibits the president from issuing edicts to the population.
The only legitimate commands to the population must come in the form of a law enacted in accordance with the Constitution.
According to the Constitution, the executive orders issuing commands to any entity outside the Executive Branch of government isn't worth the paper it's written on.
Should the president use his position to make himself some kind of third world dictator, that constitutes rebellion against the government of the United States.
Anyone who ever read the Constitution knows that, dufus.
