Actually, the Constitution requires that all bills of revenue originate in the House. Spending bills can originate in the Senate.

Money that does not exist cannot be appropriated. That's the difference between the budget and appropriations. Considering that we haven't had a budghet since Obama took office, I can understand why most people wouldn't even know the difference and confuse appropriations with budgeting.
If the debt ceiling is reached, it must be raised to appropriate funds in excess of revenue.
