The debt ceiling is simply allowing the Government to pay for what Congress has already appropriated.

Money that does not exist cannot be appropriated. That's the difference between the budget and appropriations. Considering that we haven't had a budghet since Obama took office, I can understand why most people wouldn't even know the difference and confuse appropriations with budgeting.
If the debt ceiling is reached, it must be raised to appropriate funds in excess of revenue.
