In my state if you're arrested, your mug shot becomes public record and stays so even if later your case is dropped, or you're found not guilty.

There are cops selling; lawyers, doctors, Harvard grads, business people, many wealthy people started out making their money with the drug trade.
Not every addict has the money to go to a doctor to get a prescription; or to buy large quantities. There will always be a market for drugs. Do they belong in jail? No.
