Difference is, that one was not mandated, but voluntary.
It was Bush's 2005 Energy Policy Act that mandated the use of ethanol in gasoline. DUH
Dictator Bush forced the use of ethanol on the USA by law. So much for states rights.
Last year, with the drought, some in Congress asked for a waiver.
But Bush made it a law, so no exemptions allowed.
