Why did Bush try to strongarm a Governor to declare Martial Law?? No Governor would give in to that demand.
Why would the Feds take over evacuation when they had no troops in place to do it with?? Local police and fire should always take the lead in evacuation. After all, who knows the areas better than the local police and fire dept's??
Bush wanted to play dictator, after ignoring Katrina for days and partying on the West Coast.
