The Treaty has to do with international arms sales.

Some of the new ones are real small and work in swarms like bees. Also some of the new ones are programed and have no pilot. Judgement Day?

Actually that's the basic definition of drone, aka UAV...no pilot. A missile is also a type of UAV but a drone is remotely controlled, usually by a crew in front of computer monitors.

No the new ones are programed on the ground and have no outside control once launched. It flies it's mission, whatever it may be, then returns. No outside control.
