The federal government shipped 1 million meals Thursday to New York, where National Guard troops were distributing them to people in need, Cuomo told reporters.

Meanwhile, FEMA and the city were trucking badly needed food, water and hundreds of generators -- donated by the Caterpillar Corp.-- to the hardest hit parts of the island. Free food distribution centers were hastily prepared at two drop off points: Mill Road and New Dorp Lane, and at an empty lot at Yetman Ave. and Hylan Blvd. Food will be handed out again Friday.

An environmentalist briefly interrupted Republican presidential candidate Mitt Romney during a campaign rally Thursday in Virginia.

The protester shouted “what about climate change, that’s what caused this monster storm” before being drown out by boos from Romney supporters. The unidentified heckler held up a banner that read “End Climate Silence.” He was quickly escorted out of the audience.

As governor of Massachusetts, Romney had worked to reduce greenhouse gas emissions, which scientists have pinpointed as a major cause of climate change.

President Obama has already declared New York and New Jersey major disaster areas, an unusually early action reflecting the massive damage wrought by Hurricane Sandy.

Disaster declarations are normally made after post-storm assessments, but officials said the obvious problems justified extraordinary action.

"This was so evident how bad it was that the president said,'let's just get this done,' " said Craig Fugate, administrator of the Federal Emergency Management Agency, on The Weather Channel.

New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie requested the speeded-up disaster declarations, officials said.

Republicans in the House of Representatives plan to issue a blistering report Wednesday that says the Bush administration delayed the evacuation of thousands of New Orleans residents by failing to act quickly on early reports that the levees had broken during Hurricane Katrina.

....It adds that the White House itself discounted damage reports that later proved true.

DES MOINES (The Borowitz Report)—A new Mitt Romney is emerging in the closing days of the campaign, aides say: a man who is increasingly “being eaten alive with jealousy” by President Obama’s budding relationship with New Jersey Gov. Chris Christie.

While Mr. Romney has told reporters that he is “totally fine” with Gov. Christie flying around in a helicopter with President Obama, privately he has told aides,“Seeing him with Chris Christie is tearing me apart.”

The trouble began earlier this week, a Romney aide said, when Mr. Romney saw Mr. Christie on CNN mention that President Obama “had given him his number at the White House.”

“Mitt was like,‘Fine, whatever, do we have to watch this?’ and then basically ran out of the room,” the aide said.“It was completely awkward.”

Making matters worse, the aide said,“Chris Christie isn’t returning his calls.”

“Mitt was trying to explain his position on FEMA to reporters yesterday and he got all excited because his phone started vibrating,” the aide said.“It turned out it was just Ann.”

Mr. Romney, who has been seen doodling Chris Christie’s name in the margins of his briefing books in recent days, has apparently decided on a new course of action: to make the New Jersey governor jealous.

“He’s been calling [New York Governor Andrew] Cuomo,” the aide said.“But Cuomo won’t call him back either. It’s all so sad.”
