Give the money directly to the states. There's no reason why the federal government needs to skim off the top. Anything necessary from the federal government can be handled by the Corps of Engineers or Department of Transportation.
FEMA is just one of many, many government institutions that can be eliminated by combining their elements with existing departments with duplicate functions.
