for the most part, yes....but as Homer would realize if he worked in business instead of government, there are other factors that enter into compensation....such as potential for future advancement, need to increase compensation to retain employee, etc.....

truth is that some businesses pay women and minorities more to attract them to meet quotas for government contracts....is that fair???...

in our business, clients often express a preference for one employee to work on their project in preference to another....this will inevitably affect compensation and create inequalities for the same position....

Homer probably thinks all school teachers should be paid the same, regardless of performance.....
