Absolutely meaningless. The key word in that quote "loose" is the word "may". It is called a qualifier but does not represent "settled science", or for that matter, science whatsoever. That word makes it nothing more then an opinion or a guess, which carries as much importance as if you or I had made the statement.

Incidentally it is thoroughly well established that CO2 produced by human activity has a significant effect on global temperatures.
