In a universal health gov't system, they do NOT tell you who and what to consult, you're free to choose. Bill Gates needs insurance? What for? If he had insurance the insurance company would tell him what doctors he could NOT be seen by, what hospitals he could NOT go to and what medical procedures they would NOT pay for.
