A city engineer figures it's urgent, lights have to be installed at a dangerous intersection. He gets city admin to approve the traffic lights.

Everything runs smoothly, pedestrians and motorists are more attentive, accident rate is down at that intersection.

One day, at that very intersection, a car burns a red light. Kills a pedestrian. Rogue asks : "Who installed those traffic lights? It's their fault"
