Yes, change can be effected. Many European countries altered their driving from left to right in the 20th century. Most of the world is now on 220 volts, whereas Canada and the US lag behind, way behind, yet many countries changed voltages. You'll have a hard time finding countries where voltage is 110 V.

Density is factored in. I do believe , for example, that Holland has one of the highest population in the world, yet its gun murder rate AND general murder rate is so low as to be ridiculous
