The US Supreme Court defined the term Natural Born Citizen in the Wong Kim Ark case, which btw, was AFTER Minor v. Happersett. And it said that the term comes from the common law (hence not Vattel), and that it refers to the place of birth and that every child born in the USA except for the children of foreign diplomats is a Natural Born Citizen.

Only United States citizens have the right to vote and the right serve as an elected member of the U.S. Senate or U.S. House of Representatives.

The 14th Amendment to the Constitution defines citizenship this way: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

But to be President, you must also be a "natural born" citizen, according to Section I, Article II of the U.S. Constitution. What does that mean?

The only thing that is black-and-white about citizenship and the presidency is this: 1. A child of a two American citizens who is born on U.S. soil is clearly eligible to be President;
2. Anyone who becomes a naturalized U.S. citizen after birth (think Gov. Arnold Schwarzenegger) is clearly not eligible to be President.
Then life turns gray, or at least contested, as events of the 2008 Presidential election make clear.

What constitutes being "natural born" falls into two philosophical camps: geography or blood. One group argues that blood rules -- that you are "natural born" regardless of geography, if both parents are citizens. Another group argues that geography rules -- that you are "natural born" only if you are born on U.S. soil.

Purists insist that both parents must be U.S. citizens and you must be born on U.S. soil. This narrow interpretation would mean that Barack Obama is ineligible to be President of the United States.

It's been rumoured, and is it true?, and certainly there are signs of it, that China's been blackmailing the US for at least 10 years now. As has Saudi Arabia. Guess what, not a single member of the 535 members of Congress voted not to confirm Obama's election in either the 2008 or 2012 elections---and you think that at least one would have voted against or at least said something if she or he thought that Obama was not a natural born citizen.

And, guess what, not a single member of the US Electoral College changed her or his vote from Obama to McCain or Obama to Mitt Romney in the 2008 or 2012 elections. And you'd think that at least one of them would have switched votes or not voted or said something if she or he had thought that Obama was not a Natural Born Citizen.

IN past elections it was fairly frequent for one or two electors to not vote the way that their states did, and in 2008 and 2012 birthers had letter writing campaigns to the Electors asking them to change---but one of of them did. NOT ONE. Obama received 356 Electoral votes in the general election in 2008, and 356 Electors voted for him. Obama received 332 Electoral votes in the general election of 2012 and 332 Electors voted for him.

NOT ONE of them believed either that Obama was born in a foreign country or that two citizen parents are required in order to be a Natural Born Citizen.(That's because the meaning Natural Born Citizen comes from the common law and refers to the place of birth.)

Well, not the ENTIRE Electoral College, just the ones who voted for Obama. Some voted for McCain in 2008 and some voted for Romney in 2012, but not one of them voted for McCain or for Romney when the popular votes of her or his state was not for McCain or for Romney.

In other words, no elector switched votes. They all voted the way that their states did---which would mean that not one of the 688 total who voted for Obama in both elections added together believed that Obama was either born outside of the USA or that it requires two citizen parents in order to be a Natural Born Citizen.
