It is not visible on the White House scan into PDF, but it is faintly visible in this jpg image.

Mr. HOWARD: I now move to take up House joint resolution No. 127.

The motion was agreed to; and the Senate, as in Committee of the Whole, resumed the consideration of the joint resolution (H.R. No. 127) proposing an amendment to the Constitution of the United States.

The first amendment is to section one, declaring that all "persons born in the United States and Subject to the jurisdiction, thereof" (US Constitution), are citizens of the United States and of the States wherein they reside. I do not propose to say anything on that subject except that the question of citizenship has been fully discussed in this body as not to need any further elucidation, in my opinion. This amendment which I have offered is simply declaratory of what I regard as the law of the land already (Civil Rights Act of 1866), that every person born within the limits of the United States, and subject to their jurisdiction (US Constitution), is by virtue of natural law (God's Law) and national law (Civil Rights Act of 1866) a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens,(notice the comma) who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons (who aren't subject to a foreign power, when born here). It settles the great question of citizenship and removes all doubt as to what persons are or are not citizens of the United States. This has long been a great desideratum in the jurisprudence and legislation of this country (when the states made citizens of the US).

Mr Howard offered the above, it was accepted in its entirety and ratified in 1868.

Obama was born a citizen of his father's country and not eligible for citizenship to the US, unless naturalized.

Do you have any idea what the word "comrade" means?

Comrade
From Wikipedia, the free encyclopedia
.
Comrade means "friend", "colleague", or "ally". The word comes from French camarade and this French word has it roots in the Spanish term camarada. The term is frequently used by left-wing organizations around the globe. "Comrade" has often become a stock phrase and form of address. This word has its regional equivalents available in many languages.

As he wraps up his five-day Africa tour, he is accompanied by a large entourage of corporate executives. Front and center are the oil executives. Bush is set to meet with Chevron Texaco CEO and chairman Dave O’Reilly. Other transnational corporations attending include Exxon-Mobil and Shell Petroleum.
Bush is joined by his National Security Advisor, Condoleezza Rice. Rice is a former board member of Chevron. The company named an oil tanker after her, the Condoleezza Rice.
Nigeria is Africa’s largest oil producer, cranking out more than 2 million barrels a day. Nearly 750,000 barrels of Nigeria’s oil go to the United States every day. That is 8 percent of total U.S. crude oil imports.

No other future Supreme Court or any court is allowed to use Bush v Gore as precedent. Bush is truly an illegitimate President. http://tinyurl.com/2ps3e3
George W. Bush's January 20, 2001 inauguration was unconstitutional. This isn't because Bush lost the popular vote. Nor is it because he lost Florida and thus the electoral vote. The U.S. Supreme Court's decision to hear the Florida recount lawsuit, Bush v. Gore, violated the U.S. Constitution. It's a states' rights issue. Elections fall under state law; the highest court that may resolve a legal challenge about an election is a state supreme court. The U.S. Supreme Court--a federal body--didn't have jurisdiction in the case.

Has Bush v. Gore Become the Case That Must Not Be Named?
August 15, 2006 / http://tinyurl.com/qbx2s
At a law school Supreme Court conference that I attended last fall, there was a panel on “The Rehnquist Court.” No one mentioned Bush v. Gore, the most historic case of William Rehnquist’s time as chief justice, and during the Q. and A. no one asked about it. When I asked a prominent law professor about this strange omission, he told me he had been invited to participate in another Rehnquist retrospective, and was told in advance that Bush v. Gore would not be discussed.
The ruling that stopped the Florida recount and handed the presidency to George W. Bush is disappearing down the legal world’s version of the memory hole, the slot where, in George Orwell’s “1984,” government workers disposed of politically inconvenient records. The Supreme Court has not cited it once since it was decided, and when Justice Antonin Scalia, who loves to hold forth on court precedents, was asked about it at a forum earlier this year, he snapped,“Come on, get over it.”
There is a legal argument for pushing Bush v. Gore aside. The majority opinion announced that the ruling was “limited to the present circumstances” and could not be cited as precedent. But many legal scholars insisted at the time that this assertion was itself dictum — the part of a legal opinion that is nonbinding — and illegitimate, because under the doctrine of stare decisis, courts cannot make rulings whose reasoning applies only to a single case.

Irrelevant. Citizenship is not a states right, it is a Constitutional Law.
Prior to the Civil Rights Act of 1866, the states had the responsibility of making citizens and the 14th Amendment is the Act, just place where it will take an amendment to overturn it.

The British Nationality Act of 1948 gave citizenship to Obama at birth, this would mean he wasn't eligible to be "subject to the jurisdiction, thereof", the US Constitution, unless naturalized

(34) Nor can it be doubted that it is the inherent right of every independent nation to determine for itself, and according to its own constitution and laws, what classes of persons shall be entitled to its citizenship. Wong Kim Ark v. US, para 34

At no time are aliens subject to the jurisdiction of the US Constitution, this is only the right of a citizen, you don't believe me, just who are "We the People", it sure isn't the aliens visiting or born here, they are still subjects of their country of origin and do not lose their citizenship or allegiance to that country.
