Both the Confederate Battle Flag and the Confederate flag are First Amendment rights issues and only the state can decide if it can or should be flown on state property. Individuals still have the right to put it on their property.U.S. Supreme Court probably will eventually decide whether Confederate flag can be flown in Southern state capitols.
