However, the article is wrong.

There is NOTHING, not a word, in the U.S. Constitution about there being a quorum requirement for the Electoral College. There IS a quorum requirement for the House of Representatives if there is no person receiving a majority of the votes of the Electoral College. But there is no mention of a quorum for the Electoral College.

Oh, and birthers actually did try to have the Electors of the Electoral College change their votes to vote against Obama four years ago. There was a letter-writing campaign at that time. And the result of it? The result was that the campaign did NOT change a single vote. The votes by the Electors were exactly the same as the Electoral Vote in the general election.
