That is correct. There was no national citizenship law until the 14th Amendment.

But the term Natural Born was being used at the time that the Constitution was written, and in the USA it was always used in the same way that the common law used it, to refer to the PLACE of birth, not to the citizenship of the parents.

As a result some classes of people were not allowed to be citizens, such as slaves and Indians. But when the law was changed to allow them to become citizens at birth those of them who were born in the USA automatically became Natural Born Citizens.
