He might have been a real federal agent(there are many federal agencies) in a bit of "road rage". He probably realized his boss would cut him a new one if they found out he was pulling people over. Most traffic enforcement is done by state and local police. A few exceptions are DOT agents stopping big trucks to check driver log books, agriculture inspection checking temperature in refrigerated trucks, and a very few others. A question remains did the driver cut the "agent" off or do some other really bad driving that started the incident?
