Nick's grandpa was on oxygen and would smoke. One day, he started a small fire in his recliner because the oxygen tubes (he pulled them out of his nose when he had a cigarette) got too close to his lit cigarette... the oxygen basically helped the cigarette light the chair on fire.

That can happen.

Did you know that if we had slightly more oxygen in the atmosphere (we are at about 20%, but if we had say 25%) it would be almost impossible to put out fires until they ran out of fuel, even if we soaked them with water? Also if we had slightly less oxygen (a little less than 15%) fires would not burn at all?

So, more I would breathe easier and less I'd need the tank?

Not quite correct, a carbon source is not requried for fire. Some of the reactive metals (lithium, magnesium, etc), phosphorus, and even steel wool will burn under the right conditions.

A fire source and a fuel (carbon) source. There is no fuel in an oxygen tank that could cause it to explode. You could put flint and steel inside an oxygen tank and shake it up all you want, causing the flint and the steel to make sparks inside the tank and you will get no explosion. There is nothing to burn. Oxygen needs to combine with a carbon source to make a fire, thus producing usually CO2 and sometimes CO in a low oxygen environment... if you have no carbon source you can't have a fire, much less an explosion.
It can only explode via over pressurization, say via heating a fire outside of the tank, in which case the over pressurization would cause it to explode, but you can do that with any pressurized gas in any tank.

LW1: The husband of an acquaintance recently passed and she emailed her thanks for everyone's condolences and stated simply, "there will be no services at his request." That's all you need to do.

LW2: I once took a short fire safety workshop given by the fire dept. and the trainer said that a fire needs oxygen, fuel, and heat. To extinguish a fire, you can cut off the fuel supply, the oxygen, or eliminate the heat. LW should get a couple of fire extiguishers and a good smoke detector.

LW3: No, this is not a good idea! Don't find out the hard way.

Lw2: I've never lived anywhere that had gas powered utilities, but I understand in some areas, it is very common. Wold this woman have the same fear of an explosion if she lived above a smoker who had gas powered appliances? Seems to me that with mis-use, there would be a much greater chance of damage in that environment than just an oxygen tank.

2: To manager: "I am seriously concerned by my downstairs neighbor. They are on oxygen and still stupid and weak enough to keep smoking. I am concerned of an explosion and/or fire. I have small children and I also value my own life. I insist you do something about this. I am putting this in writing and telling all my family. Be advised if something were to happen, we will be coming after the complex for your complicitness in allowing this after this concern was made known. Thank you."

Nothing like a good lawsuit to light a "fire" under people's butts! Hee-haw, I kill me.

I have every right to smoke in my residence, despite being on oxygen. What's the manager gonna do? Any action could result in a discrimination lawsuit by ME.

Goes both ways, my dear.

And what exactly do you think the management would be able to do? I presume the downstairs neighbor is not violating any laws nor and restrictions of the lease.

Yeah, the law is funny that way. I don't think you can really file a lawsuit until after a fire and damages occur.
In the meantime, I would go the smoke-detector route until they get out of there.
They're pretty sensitive and often will go off before smoke is even seen.

That is true. Certain metals do undergo exothermic reactions with oxygen, but not those in a oxygen tank.

Unfortunately, you can't legislate laws for every stupid human being.

I know you were just tryin to keep it real simple for TOJ. Sometimes I think a crowbar is needed to pry open some of these folks brains so some knowledge can get in.

Ha! Try telling that to a liberal!

Why do you think smoking laws are in place?

Why do you think seatbelt laws are in place?

Why do you think using your cell phone while driving bans are in place?

The list goes on! Almost everyday I wake up and discover something else I'm not allowed to do anymore!

Probably smoking laws are in place b/c people are really afraid of second hand smoke and their health.

Seatbelt laws are in place b/c it reduces injuries thereby reducing healthcare costs.

Cell phone while driving bans are in place b/c it shows it reduces crashes.

Yes, these are stupid people who smoke around others who don't want to be around it, making people use seat belts b/c otherwise they are too stupid to use it for their own safety and so many people don't care about distracted driving and how they can hit people b/c they are arguing with their wife/boss/friend or so involved in the conversation they're not paying attention.

For shyte and giggles, look at this snopes article. Thought it was interesting: http://www.snopes.com/autos/accident/seatbelt...
