The whole point of this is, if the USA adopted carbon loading/trading/tax as a national policy the world would follow in a heart beat.

You are correct on the exporting of emissions and the same can be said of Canada. It saved Canada and Australia from the GFC one of the few countries in the world that did not go into recession and maintained a AAA credit rating along with 5% unemployment. Yet Murdoch media painted this as a monumental failure. However, per head of population, China is a lot greener than the US and they are quickly moving their economy towards emission limits. What you don't realise that when it comes, they will be able to take the hit a lot better than the US economically, that's the saddest part of you deniers just looking at the short term.
