Beware Radio Shacks Debit card policies

I tried to place an order with Radio shack via their online store this weekend. The item that I was trying to buy was showing in stock until after I had entered my debit card information and had tried to conclude the transaction. Then, and only then, did the item come up as out of stock and I was not given an order number. Unfortunately, Radio Shack had already hit my debit card. When I contacted them, they told me that they put a hold on my debit card for the purchase, but had not concluded the transaction and collected as yet. I was also told that they will not cancel the order, but when my financial institution is never debited, the money will be put back on my card. I called my financial institution and found out that if Radio Shack would fax the information that they will not be concluding an order, that the money could be returned within twenty four hours. However, if Radio shack does not cancel the order, then it will be fifteen days before my money is returned to me. I then called back Radio Shack and talked to a nice young lady that said that this would be done for me on Monday. It's Tuesday after hours now, and my money hasn't been returned.
What is upsetting me is what right do they have to touch your debit card at all if they do not have an order concluded for you? Shouldn't they be required to actually show that they have something in stock and have an order number before they are allowed to put any hold on your money? Fifteen days is a long time to have a large amount of money tied up for no reason. Am I angry? Yes, I am. Will I order from Radio Shack again? Not likely unless they do something really monumental to regain my trust. What's more, they not only lost a sale, because I was willing to switch to another product of the same price, but they've most likely permanently lost a customer. I was planning on my next purchase being a rather pricey laptop, but now I will be sure and buy that from a different company with better ethics toward their customers.
And they wonder why they are about to go bankrupt. Shabby and brainless business practices would be my guess.
