It sure looks like both Midland lack of speed, but if you look at Albers performance during the GP, he had the 6th fastest top speed of the granp prix!!! this is just amazing to see him in front while Monteiro is 7km/h behind... It looks like Albers has a better engine than Monteiro. It seems to me that Albers got a better treatment, and maybee a better engine from Midland than Monteiro does. The new sponsor will just consolidate his position. One possibility also is that Albers who broke a few more engines than Monteiro is taking more risks and RPm on his engine, prefering to finish less races, but to be a bit quicker...
