Why Doesn't the Yukon have access to the Pacific ?

Why isn't the area between Icy-Bay(now in Alaska) to Mount Fairweather(also in Alaska) not included as part of the Yukon ?

What has to be done to include this stretch of coastal land to become part of the Yukon ?

stretch the Canadian boarder to Mt' Huxley and then south to Icy-Bay.
