Can we start a movement to get the phone companies to eliminate incoming call charges?

Why should I have to pay for a call coming into my cell phone? I am not initiating it, so why should I pay?

I am willing to pay for all the calls I make.

My understanding is that none of the cell phone operators in the major/civilized countries of the world charge for incoming calls.

Logically and technically the company does not incur any costs, so why the charge? If it is cost of infrastructure, this is fixed cost already incurred, and the amortisation should be covered by the monthly fee that is paid.
