..... Many do not take into consideration the time delays in systems. By the times those new stores of Leon's Furniture are open and ready for business the recession hopefully will be over and the big spenders again will do their things.
..... In theory there should be a lot of additional encouragement during bad economic times for more spending AT THAT TIME, and for cutting back spending during boom times.

Ya who told you that theory, the Ontario Liberals? Ask them how foolish economic thinking like that is working for them. It's not, which is why that spending during a recession is just a bad theory and not a solution.

Rab. look in any economics text book. A recession is defined by declining spending in two consecutive quarters.
..... Governments are supposed, in theory, to counteract that insufficient spending by the private sector by spending a lot more during that time, and ONLY during that time. That means that there will be deficits during recessions, to be canceled out, in theory, by sufficient SURPLUSES in normal and boom times to bring the debts down to near zero BEFORE the next recession starts.
