What about babies/toddlers in diapers, adults who use incontinence products, families of teenaged girls and mom who have heavy menstruation, older children who wear Goodnites, etc. What about them? Will they get a P-card to allow for more frequent garbage collection? What about multi-generational families that may have all of the above? What about families with many cats who use a lot of kitty litter? A K-card for them?
