Rocky View County and the Municipal District of Foothills are two large rural municipalities that surround the City of Calgary, and both are questioning the Calgary Metropolitan Plan (CMP) for similar reasons. Rocky View wants to have access to CMP proposed regional water and sewer, but does not want the conditions accompanying the service, i.e. average densities of eight to 10 residential units per acre. Rocky View has argued that a variety of development forms are needed. However, the CMP leaves Rocky View the choice to continue developing outside urban nodes as it sees fit, albeit without connections to regional water and sewer. Meanwhile, Foothills and some of its landowners are worried that the CMP has earmarked some of the M.D. land for future urban growth and development could delayed on these lands until urban development is implemented. Foothills is also worried by higher environmental standards and restrictions to development that would be part of the CMP. The issue is one of rural and urban jurisdictions competing for development. In the last few years, both municipalities grew used to lack of bounds in development matters, which led to approvals of developments with no water in Rocky View and to building (on borrowed money) an expensive and inefficient sewer line to accommodate a mall in Balzac. Those rural municipalities are now unwilling to accept the constraints that will be imposed as part of regional planning.

The Calgary Metropolitan Plan is a solid framework and should be enforced by Alberta Muncipal Affairs whether the rurals like it or not. They can take their football and go home.

To Councillor Lewis;
I find it laughable to read your comments urging the public to attend council meetings and be involved in the community. Okotoks Town Hall can confirm that your only contact prior to being elected by acclaimation was to find out the salary of an Okotoks Councillor – very admirable. Further, Town Hall can also confirm that not once were you in gallery/public attendance at any council meetings during the prior term of 2004-2007 to understand the issues of the day, nor were you a volunteer appointed to ANY Town Committees as referenced by Mayor McAlpine. In fact, the only time the community had even heard of you was prior to your acclaimation was due to a letter you wrote to the Okotoks Western Wheel attacking council for starting meetings at 1:30pm. Again, had you ever ONCE attended a meeting prior to October 2007, you would have understood that average meetings were 6-8 hours with opportunties for public attendance both at 3 and 6pm – confirmed by Town Hall.
Finally… Do you know what “EXTORTION” is? Here is the definition as quoted by the Criminal Code of Canada, Section 346 (1) Every one commits extortion who, without reasonable justification or excuse and with intent or attempts to induce any person, whether or not he is the person threatened, accused or menaced or to whom violence is shown, to do anything or cause anything to be done.(1.1) Every person who commits extortion is guilty of an indictable offence and liable to a minimum punishment of imprisonment for a term of four years….” Look it up.
It is public knowledge that you purchased a used car (Toyota?) from Okotoks Honda and declined to purchase the extended warranty even though it was offered to you at the time of the purchase agreement. After a short period (2 months) the engine of your used car blew up and the repair bill was estimated at $3,000. It is also known publicly that your wrote the owners/management of Okotoks Honda and THREATENED them in writing that you would use your position as Councillor, member of EDC and so on, to damage their business reputation and thereby inflict financial punishment and public humiliaiton if the dealership did not repair your car free of charge even though there was NOT any legal obligation to do so without warranty coverage (again which you declined at the time of purchase). Fearing your threats would come to realization, Okotoks Honda repaired your vehicle free of charge just to keep you quiet and to protect their business image and reputation from your slanderous threats. You EXTORTED $3,000 worth of FREE repairs even though you were not entitled to such, but felt that your status as Councillor deemed you to be of preferred status over the average person.
