There is no official answer to your question. It just means they have other kind of administrative authority or higher office beyond their regular duties as a priest.

I'm not sure who you are writing about. In any case, there would never be any necessary reason for a R.C diocesan priest to use the term Very Reverend to identify himself unless it was connected to his special authority or duties. If he was just responding to a personal matter or something you said or asked about, then it's just an example of someone who overestimates his importance. Such people deserve to be ignored.
