The back of my birth certificate has no number. It also is not printed on any bill produced by any financial institution. It is a plastic polymer kinda deal.

The story you referenced appears to have no thin gto do with the corporation of Canada implicitly. Rather it has to do with BCE. I think I comprehend what you are attempting to demonstrate but you're hardly providing a clear picture.
