A government is composed of elected parliamentary individuals, before the fact that they are members of political parties. They come to Parliament with a mandate to speak or vote for their local constituents in the National Assembly .They do not need to obey their party leader if they disagree . Mature representatives can form a coalition government and make it function in accordance with properly designed procedures such that issues can be resolved among differences of possible stands. Democracy practices are part of game rule design arts.
