Here's what the 2.5 Mil will get us in the end......

Aboriginal poverty exists because of a lack of money in aboriginal households.

The lack of money is a result of an inability to generate income because of a lack of skills within said communities.

The lack of skill is the result of a lack of education.

The lack of education is the result of not going to school.

The lack of going to school is the result of not waking up in time.

Not waking up in time is the result of not having working alarm clocks.

Having non-working alarm clocks is the result of not having batteries.

So.

Let's buy a bunch of batteries and all will be fixed and we'll live happily ever after.
