Maybe the constuction corruption inquiry should be expanded. But that is Quebec. It does, on the other hand, illustrate the peril of putting money in the hands of bureaucrats to 'fight pollution'.
A carbon surcharge, rebated intelligently to offset economic impact from higher fuel costs, or replacing income, payroll or sales taxes, would be much more effective and much less manipulable. OTOH, Dear Leader of Harperland blew $1B just for a three day photo op. |
