Now I better make it clear at the start that I am not referring to people who are mentally retarded. They can't help how they act. In fact some of them act pretty smart. No I am talking about the rest of the people who are perfectly capable of making good decisions but instead continually and consistently make stupid ones. In your June 21 story, you quoted Robert Marleau as saying, "We do not do a good job in Canada about teaching and learning about our basic institutions." Marleau is the Federal Information Commissioner, who should be able to have freedom of information requests from Canadians about the operations of the government and Parliament answered promptly and completely. But Marleau has many years of practice at stonewalling and delaying requests for information since he was the Clerk of the House of Commons, which is exempt from the provisions of the Information Act.
