The purpose of time of use rates is to provide an incentive to use power during periods of low demand, e.g. evenings and weekends,

rather than at periods of high demand when fossil fuel may be required to meet that higher demand.

In a Dec. 31 issue, a table presented historical time-of-use rates for electricity.

Between Nov, 2006 and Nov 2014, the off-peak rate went from 3.4 cents to 7.7 cents, thus increasing by a factor of 2.26.

Over the same period, the on-peak rates went from 9.7 cents to 14 cents, thus increasing by a much smaller factor, of 1.44.

Stated differently, in 2008, on-peak power cost 2.85 times as much as off-peak.

By 2014, this ratio had decreased from 2.85 to 1.82.

The net result is that customers who are doing the right thing are increasingly being forced to subsidize those who are doing the wrong thing.

Does this make economic sense? No.

Does it make environmental sense? No.

Does it make common sense? No.

Oh, wait a minute: does it make political sense? You betcha!
