James Snow was a pipe-smoking and

sometimes vociferous Ontario politician.

A farmer and a construction-company owner,

he sat as a Progressive Conservative in the provincial legislature for 18 years

in the administrations of John Robarts,

William (Bill) Davis and Frank Miller.

His most significant role was as minister of transportation and

communications for nearly a decade in the Davis era.

Under his watch,

Ontario became the first province to pass mandatory seat-belt legislation for adults, and

he later introduced legislation for mandatory child-restraint seats in automobiles.

Jim was less successful when it came to prying funds out of the federal government to continue or extend commuter rail and transit services...
