Read the article and then read the comments that rebut some of the concepts. A common landfill creates a lot of leachate, as well as produces a lot of GHG (greenhouse gas). Both of which are harmful to the environment if not controlled properly. Today we need solid waste management solutions that move away from the common landfill solution. If you already have a common landfill then you must deal with it; but NEVER implement a common landfill by choice.

There are other solutions, some work better in different locations and population densities. Be proactive start planning for the next landfill as soon as you open your existing landfill operation. Residential & commercial developers will continue to build, and suitable landfill site become harder and harder to find over time; so municipalities need to be proactive and lock in one or two future landfill locations well before they will ever be needed. Make the public and developers aware and conflicts in the future can be minimized.

Bottom line: Be proactive, and be on the lookout for better & safer ways of handling your solid waste, and always include the public front and centre in the creation of a solution, because it is the public who has to foot the bill when it comes time to implement the solution.
