Visa denial for Filipina nurse 'frustrating and sad'

The facts don't pan out here.

- She already has training to be a nurse in the Philippines.
- She wants to "upgrade her skills to Canadian Standards" to earn more money.
- She claims she would not stay in Canada after her training.

What exactly would this accomplish? Do nurses in the Philippines who have been trained in Canada make a lot more than locally trained nurses? I think not. To achieve her goal of making more money, she would have to stay in Canada.

Although I don't see a problem with her staying in Canada, it seems strange that one would come to Canada, go to school and then leave. The immigration officer checking that box is likely entirely correct.

State the true believable intentions, maybe that would make more sense.

As for the "let me in my country just had a typhoon" pleas, I expect her skills are needed more than ever in the Philippines.

It seems more like "I'll say anything to get a visa".

why doesn't she get knocked up by a poor Filipino guy (who probably has another family somewhere), have the illegitimate kid and then go looking online for a foreigner to rescue here to his country like most of the other Filipinas there?
