Since the Inception of the Legislation, we've Never Seen or Heard of MNR Ministry of Natural Resources charging anyone for Infractions of the Oak Ridges Moraine ORM Act, as there's a period where the Municipalities have to Bring Their Regulations into conformity & apparently the Harris Government didn't think that municipalities would dare to break the rules themselves let alone Developers during this period but it did happen & Pictures were taken & supplied to the Police but No Court cases Seen in local Newspapers. We've been watching a Flood Plain Being filled in over the past few years while driving by at Hwy 404 at Bloomington Sideroad, which is one of the Head Waters area of the Lake Simcoe Conservation Authority where the water flows North & also flows South into the Toronto Region Conservation Authority river system to Lake Ontario. With the promised money later today for MNR, maybe someone will be able to tell the surrounding land owners what is Going on as we stopped & asked them one day as the MNR office is 10 minutes away in a Building on Yonge Street in Aurora sharing with where Cam Wooley OPP was stationed.
Here's what they told us...
The owner of a house on Woodbine Ave. directly across the street
(parallel) with Abbotsford Road has been filling in his land for the past 3 years. He has altered the landscape quite a bit and their concerns were two-fold...
1) what damage has he done in terms of lessening rain water from
replenishing the local aquifers for both WaterSheds ?
as apparently it is Illegal to transfer water from one watershed to another
2) Now he wants to build a greenhouse on his property
The Town of Whitchurch-Stouffville (despite complaints from the local Environmental RatePayers Association called PPL and other residents) has done very little to nothing regarding the matter, despite the Oak Ridges Moraine Act and the fact that these actions are impacting Preston Lake in York Region. Shouldn't there be a process like an environmental assessment conducted by the Ministry of the Environment which often slows down or halts development with a STOP work order like the Building Code or is the ORM Legislation Silent on these
types of Planning matters to protect the Oak Ridges Moraine Environment ?
Who should be acting for the local residents ? If so, who is involved ? etc.
