The federal government can strengthen the animal cruelty act but not provincial animal welfare laws - and that is why the SPCA in Quebec is helpless to shut down puppy mills, unless they can prove "wilful cruelty". AnimaQuebec is mandated to enforce the Quebec animal protection act, but has publicly stated that their mission is to educate and inform, not prosecute.
Lorie found out the hard way about purchasing dogs from a puppy mill and originally posted on the Pets.ca forum to find out if more people had similar experiences. She was flooded with reports from people who had bought sick dogs and the conditions they were living in. What she stated on line was the truth, backed up by evidence.
