Oh yeah, Obummer's really worried about the environment as he allows development of US oil sands and the increased exploitation of shale oil.
As for the Keystone XL, it ain't gonna happen but not because of environmental concerns.
While there are already piplines running from Canada to the US, a large amount of oil is also transported by train. On the US side, the tracks those oil trains run on are owned by a single individual who would lose gobs of cash should the Keystone XL get built.
Keystone XL was kiboshed due to political cronyism and nothing else.

The governor of Nebraska announced today, that he's approved a route for the keystone XL pipeline. Nebraska was previously the primary obstacle, citing environmental reasons that Obama could use as an excuse. Well that argument will no longer hold water, so it will fall squarely on Obama's energy policies as to why it won't get built. It's criminal that the United States continues to buy oil from hostile countries, when there are friendly ones in our own hemisphere, that would gladly do biusness with us.

Actually, under Barry-O US domestic production has increased to the point where the US imports very little of its oil from the Mid-East anymore. The US imports about 72% of it's oil from 5 countries. In order they are: Canada(29%), Saudi Arabia(14%),Venezuela(11%), Nigeria(10%) and Mexico(8%).
THose are net import percentages. When comparing gross imports, Mexico ranks second, but the US exports almost half of it back to Mexico as refined product.
Truth is, Canada is importing more foreign oil as a percentage than the US is. There's not enough infrastructure in place to ship the quantities needed to eastern Canada and I don't see that being an easy row to hoe right now with the Natives in an uproar.

Those stats you posted are undoubtedly pretty accurate, but under Obomunism we are producing much less oil from public lands compared to previous administrations. It's been private lands that are producing the lions share and don't forget the BP oil spill was a good excuse to chase a big percentage of the ok shore infrastructure out of the golf. It's an act of God to acquire drilling permits in the golf, which made it easy for the oil companies in the name of environmentalism, to drill in much deeper waters of the coast of Brazil. I wonder if their signatory to open Opec yet?
