Sounds like sickening politics with payoffs and kickbacks where the companies are not required to answer with documentation in a reasonable time frame. When one considers that people lives depend on the safety of foods then inspections must be stepped up and the restless disregard for public safety for corporate profits must include the death penality as China would do and a find that includes the pensions of people in decision making positions.

First thing both corporate and government do is work on damage control. Can't lose profit. Its greed that leads to substandard practices. They cheat, but then lose via fines and bouycot and call backs, showing how incompetent they are.
