Smart meters won't save a nickel until peak/off peak pricing is put in place, and that won't be popular to say the least.
Stetzer filters often cause problems: they increase the low frequency magnetic field and only reduce "differential mode" noise, leaving "common mode" unchanged.
Halogen lights are not intrinsically bad, it's the low-voltage ones because of the switch mode transformer usually used to power them.
Copper screens can work better but unless you're doing a professional-type shielding job you probably will get just as good results using regular aluminum insect screen (which is much cheaper and available at most hardware stores). If the walls are not stucco or have aluminum siding you can shield those with aluminum foil or carbon paint.

There has been peak/off peak electric pricing here for nearly two decades. PG&E calls it Time Of Use or TOU pricing. I've had a smart TOU meter for 19 years, and have saved a lot of money because of it.
